These are people, not abstract numbers. These are separate House and Senator organizing targets—not an escalation ladder. Survey responses do not count as Petition signatures.

At 500 qualifying Public Trust Petition signers in the same congressional district, PHIERS formally delivers the public town-hall request. The initial response period is three calendar days from delivery. The PAM drives follow-through and records the response or nonresponse. The people decide what lawful political action comes next.

The 1,500 figure belongs to the Nader campaign example only. It is not a third stage of this process.
