The Sacramento Education Priorities Survey is the main action on this page. It gives families, educators, students, and community members a direct way to say what should come first.

The larger goal is to extend coordinated community-school supports to more schools—and ultimately every school with unmet needs—while keeping licensed school nurses central to assessment, referrals, follow-up, and whole-child planning.

Why you can trust this work

As of September 2026

MAP has approximately 23 years of direct community work. Thirteen active men reach about 90 young people twice weekly in two schools. Eight more men are being prepared to serve.

Schools are asking MAP to do more. We are building the training, support, and funding to answer that call.

An Invitation to Black Business and Institutional Leadership

If we believe Black men should be present, prepared, and paid to serve, this is where belief becomes investment.

The men are doing the work. Schools are asking for more. Community accountability is taking shape. PCC serves as the fiscal sponsor and nonprofit home for approved PHIERS, MAP, PHIERWorks, and community work. PCC can receive and oversee funds for approved projects. What comes next depends on whether people with resources choose to strengthen what is already proving its value.

PHIERWorks: service that can become opportunity

PHIERWorks is the planned training and job-placement pathway being developed together by PCC, MAP, and PHIERS. As funding becomes available, we intend to create training opportunities and paid positions within our program—including work with participating program partners—so essential community service becomes properly trained and compensated work. Some approved training and paid community work may help participants meet benefit-program work requirements. The responsible agency still decides each person’s case.

For Workforce and Public-Sector Partners

Fund the pathway from willingness to readiness—and from readiness to paid service.

We are seeking workforce, education, government, health, media, and funding partners ready to help build and support this pathway. Detailed training, workforce, benefit-program, staffing, technology, and implementation materials are shared privately with organizations ready to help do or fund the work.

Fair compensation for qualified founders, designers, trainers, and leaders performing approved grant-funded work.
Training and paid pathways for mentors, tutors, teacher’s aides, community advocates, resource navigators, and other needed workers.
Background checks, insurance, transportation, tools, training materials, supervision, technology, and the staff needed to keep the work running.
School nurse-led support for the whole child—including placing licensed school nurses where unmet need is greatest so they can assess students, provide nursing care, coordinate referrals and follow-up, and bring the right people together around each child.

Help build the public mandate to bring these programs to every district with unmet needs that PHIERS and its partners can help fill.

Leadership will be measured by what we help build—not only by what we say our community deserves.

PHIERS brings years of experience building tools that help people work together and has built the surveys, petition tools, and the PAM accountability framework now supporting MAP's work. That foundation helps turn participation into a public record and measurable follow-through.

The PAM works wherever the public deserves an answer—from schools and school boards to cities, counties, state government, Congress, and any public office or agency that owes the people an answer. It drives the follow-through and holds decision-makers to the public record—tracking answers, promises, actions, results, and refusals.
