So Here Is What We Demand
Important components already operate today: qualified telehealth, transparent direct-pricing, community coordination, and organized public accountability. PHIERS's proposed integration of those components still requires authorization where applicable, responsible implementation, and measurement.
Congress can authorize a voluntary pathway now.
Authorize HHS and CMS to make qualified TeleCARE available as a voluntary routine-care pathway throughout applicable CMS-supported healthcare programs, while preserving comprehensive protection for care TeleCARE cannot provide.
Testing, measurement, and phased implementation may support responsible execution, but they should not replace the request for authorization now.
Participation should remain voluntary. PHIERS should report actual participation, utilization, costs, outcomes, and verified savings.
Verified savings should be protected and used according to documented public direction.
Think about what a Representative actually holds in their hands. They decide where every dollar of your money goes — that's the power of the purse, and it's theirs, not the President's. They can order factories to make what the country needs. They can take land back for public use. They set the tariffs that decide what you pay at the register.
Every one of those levers is already in their hands. Right now. They're just being pulled for somebody else.
Nobody has to pass a new law for a Representative to make your life cheaper. They already can. The only question is who they're listening to when they decide.

You've got the demand. Here's how you make them answer it.
Right now you can call your Representative's office and a staffer writes your name on a pad. That's the whole system. One person calling is a complaint.

THE MECHANISM
500 qualifying Public Trust Petition signers in one congressional district — PHIERS delivers the documented town-hall request and demands a substantive initial response within three calendar days.
1,000 — a separate statewide organizing target for Senators.
The PAM — records the answer or refusal and drives follow-through. The people decide the lawful response.
You call them back while they're home on recess. You tell them ahead of time exactly what you're going to ask — so nobody gets to stand up there and say they need to go think about it.
That's what the survey is for. It isn't a form. It's the notice.
Then you put them on a stage in front of their own district and ask them one question:
Will you vote to let people on public plans get care they can afford — yes or no?
There's nowhere to hide inside that question. It has two answers and both of them are on the record.
Nothing here is blocked by technology. It's blocked by people.
And people move when their district shows up at the door.
