We Are Not Waiting for November

Congress already has the power to act.

It can stop unauthorized warfare. Release or restore public resources. Protect food, healthcare and disaster response. Establish enforceable AI safeguards. Protect elections. Investigate abuses of power. Replace House leadership. Begin impeachment proceedings when verified evidence meets the constitutional standard.

The problem is not that Congress has no power. The problem is that Congress has not been made to answer to us together.

PHIERS changes that.

The Public Demand

Before Election Day, every Representative and House candidate should state—publicly and in writing—whether they will:

  • Act on the documented priorities of their constituents.
  • Return the House to meaningful legislative work.
  • Support House leadership that will bring those priorities to a vote.
  • Protect lawful voting, counting, certification and the peaceful transfer of power.
  • Reject unlawful use of emergency or military authority against the election or the American people.
  • Investigate credible evidence of executive abuse, unlawful warfare, corruption or other violations of law.
  • Support impeachment when verified conduct meets the constitutional standard.
  • Establish enforceable safeguards for artificial intelligence, autonomous weapons, surveillance and data-center impacts.
  • Put their answers, actions and refusals on the public record through The PAM.

A Speaker We the People Can Trust

The House chooses its Speaker. PHIERS proposes that every candidate for Speaker sign the Speaker Covenant and commit to:

  • Respect the documented will of the people.
  • Bring urgent public priorities before the House.
  • Protect constitutional government and the election.
  • Use the powers of Congress to check executive abuse.
  • Remain accountable through The PHIERS Accountability Model.

218 Districts Can Change the Direction of the House.

When constituents in 218 congressional districts deliver the same documented mandate, they create political strength to demand a House majority that will choose accountable leadership, put the people’s priorities to a vote, and use Congress’s constitutional powers now.

500 qualifying Public Trust Petition signers in the same congressional district.

That is the House organizing trigger. PHIERS formally issues and documents a public town-hall request. We demand a substantive initial answer within three calendar days of documented delivery.

The PAM drives follow-through and records the answer or refusal. The people decide what lawful political action comes next.
